If Veils are tired why are there new effect veils?
Recently retired, before the Scream Fortress 2013 update, there were no Veils with those effects.
Maybe nobody unboxed one? not every hat in tf2 unboxed in Halloween effects doesn't mean they are retired.
0 have been unboxed since September of last year. Last few times this happened, noh mercys, coffin kits, and hazmats were retired.
is there proof of this or just hopes and dreams?
It's called checking the unboxing histories of the veils.
As Neynar said, not a single unusual veil has been unboxed since well before halloween (just after summer update iirc). This of course does not have to mean it's completely impossible to unbox one but is so highly unlikely that it's assumed to be no longer unboxable. The noh and coffin aren't officially retired either, but since none are unboxed it's assumed to be retired. Only official retired ones are the original hats

When I heard about these retiring I felt quite sad. Don't know why. Maybe it was because deep down I had a dream of unboxing an unusual one.
A veil has not been unboxed as an unusual since well before the Halloween update. Someone can correct me if I am wrong!
