Alrighty guys, I'm going to suggest a new price for the Bubbling Anger. This is my second attempt so I'll try my best

Please note that I owned one of these and recently sold it, that is why I suggesting because I have fresh data.

There are current 3-4 Bubbling Angers on TF2OP, (I have not checked other sites)

http://www.tf2outpost.com/trade/18843283 (Selling at 2 buds, no offers. I understand perfectly that unusuals do not sell quickly from past experience, but I know for a fact that the high B/O is a push factor)

http://www.tf2outpost.com/trade/17876671 (Another guy selling his hat. He says he has a C/O of 1.8, I did not find it but I assume it's mixed. ElectrikDino offered 1.75 buds pure (35 keys) and the seller accepted it. Unfortunately the buyer bought another hat.

http://www.tf2outpost.com/trade/17778999 (1 Month old trade, 2 offers. One guy offered a Stormy Masters Yellow Belt ~1.3 buds max. Other guy offered Aces Anger but wanted 3 buds in return + the Anger)

Okay, that is all of the trades since 31/03/2014. I sold the hat today for 35 pure keys so it is very new data. The bubbling effect is very hard to sell which makes this hat a hard sell. Many people are offering low amounts in keys or unusuals. I think 35 Keys (1.75 buds) is a very steady price for the moment. Who knows, prices change fast in the economy.
