Valve can't spell Napoleon.
Overpay applied, 2 on the market, ??? in existence. Prices of other hats used are either in-date or explained.

sold for hearts capotain: ~1.9
would love to provide bp histories to corroborate this but it's being a bastard.
http://backpack.tf/profiles/76561198080366765?time=1394434800 as of typing this suggestion that link doesn't load a backpack, just a background. there should be a hearts capo in that bp at that time which has Philo next on the history.

sold for 1.6 according to cherrie; talked to him, turns out he paid on the community market. sadly not valid proof.

he then sold to conrad for 24 keys + 3 ref: ~1.3

sort by time, go to the bottom of the new items, the 24 keys preceding the 3 ref all came from conrad, the ref all came from conrad.

was offered it for my orb fire modest; he added as detailed below.
napoleon + orb fire cockswains (1.05 outdated see mini suggestion, taking it as 0.9) + BMOC (.5) + s. huntsman w/parts (.4, sold it for 9 keys)
3 - 0.9 - 0.5 - 0.4 = ~1.2
Now I only accepted an offer with items and a new unusual because I believed it was a good enough overpay. I think it's acceptable here to apply reverse overpay to the napoleon, which would make it ~1.3

cockswains mini suggestion:

quicksold a little over 2 months ago for 18
http://www.tf2outpost.com/trade/17613399
offered smoking c billy + kringle + key, roughly 20 after overpay.
treating it as 18 keys given the available sales. seems to have been 1 of 1 on the market for the last month at least.
-----------------------------------------------------------------------------------------------------------------------------------------------
The 2 more recent sales at 1.3 seem to show quite convincingly that 1.9 is an outlier for now, so 1.3 flat looks to be the best option. I'll be interested to see what I can get for this hat, and I personally think it's worth more than 1.3. Regardless, as far as bp.tf rules are concerned that's what the proof shows so that's what I'll suggest for now.
Feel free to offer criticism and stuff. Please vote based on the proof presented, thanks for reading.
actually i think that is how the napoleon is spelled id complex is after. it like an amriicena coommmpllexxxx sea you have the rong speeeelling you shud workk on beeing a beettter sppppellller. spelling is reely imppportent to yur life
its an adjective like victorian. her nameees not victorian, but is is used like that to describe things that are like/ prrrrreetianaannan to her.

it's not an adjective like victorian, and even if it was, victorian is a bad example because the spelling of her name in it doesn't change, it just has an 'n' tagged on the end. anyway, if we could stick to comments about tf2 shiny hats from now on (specifically this one) that would be great.
