Now this awesome sniper "hat" is a misc! With a very beatiful effect, just my opinion! PROOF:

3: This guy has got a offer on his Belt, with a Planets Belt + 8 keys and sweets, the belt is now worth around 2.5-3, according to others offers http://www.tf2outpost.com/trade/19015347
Another thing is that the lowest is around 2.5 but most people is selling for 3+.
So yeah it should defintely get changed.

Fixed. But you calculate a price using others offers, and these offers are around my price value.
You didn't calculate overpay, The Football Helm is outdated, you have to suggest the OP Belt before making this suggestion...
i cant tell, is overpay accounted for? also nuetral, i need to check those trades more thoroughly.
