Lantern PE = 3.7 buds (Open suggestion for it atm ^^)
http://www.tf2outpost.com/trade/12148585 - Smoking TC = 4.5 buds (No overpay since offered on)
Help / Constructive Criticism / Additional Proof / Counter-Proof is ALWAYS welcome! >;3
Why not applying overpay? I'm not arguing with your suggestion,i'm just curious about the logic of the rules, just that. Thanks

"If the suggestion is for an offered hat (where the person offering on another hat is technically expected to overpay), do not calculated overpay or reverse overpay. Take both hats at 100% of their original average value."
The DBD PE was offered on the TC, so you don't apply overpay since it's expected to be the other way around ^^
thanks for the quick answer Necro, upvote from me then,it's good to learn more and more
