Wouldn't a harvest moon fedora + 1 bud = 11.1 buds?
You need to apply overpay on the fedora, which would end up with 9.1~ buds (10.1*0.9=9.1)
I think low end would be better, since your overpay applied value is lower than it. Just my input.
Mods don't accept low end anymore, they stopped that a while ago and started using the mid range *0.9 thing.

Yeah, 10% of mid range is the standard rule because people were abusing low ends to suit their needs. For example, I would see suggestions using 10 as overpay on a hat with a range of 10-10.1 or 1 as overpay on a hat with a range of 1-1.6, too little and too much overpay respectively.
Yes, I have always preferred low end since it's easier and more intuitive, but this has been the only way to standardize it.
