More was added to make it 19 keys and 3 ref. Without calculating overpay of course

Taking overpay into account it's 16-17, and with so many b/o's for 16 I think 16 as a high range is fine.

It was white* bills(7), strange huntsman (7), strange shotgun (1.8-2), dashin hashan (1), brown buck turners all starts lvl 100 if it matters (2 keys), and a vintage pickelhaube

Perhaps 14-17 would have been better, but this is close enough
