I have recently bought this hat for a miami nights modest pile of scrap + ~2 keys in sweets.
As for the modest pile of scrap , http://www.tf2outpost.com/search/203647302 , there is one person selling it for 4 buds and 10 keys(not sure if it's a quicksell, looks like it.)
Now, down to the hat itself.:
http://www.tf2outpost.com/trade/18515434 , once offered a knifestorm Football Helmet, (~4.7 Buds.), rejected ~ 1 day ago. I also offered on the same trade but bought the hat from my friend, but it was also accepted by this guy.
According to an old suggestion, http://backpack.tf/vote/id/52138f354bd7b8e06b000014 , there have been C/O's of 7 buds pure and one sold for a 13th Hour Defiant Spartan, worth ~8.9 buds. Concluding two sales, one from me, and one from the last suggestion.

So your proof is an 7.2 sale and a 5.5 sale? I'm confused to where you got this flat price from.
Like i said, it technically isn't a 5.5 sale, as the person may have been quickselling the miami nights modest, but then we don't know, but it has not even been bought of the market for 4.5 buds. So it is safe to conclude that the value is right there.
But it is a sale. You can't just ignore it and come up with an arbitrary price that you believe should fit. And I am using the price of the Miami Modest to get 5.5 like Jacob pointed out.
This isn't a 1:1 hat with a first gen effect so you're still going to need two sales

Yes, 8 months ago. A sale becomes invalid for pricing after 2 months.
That old suggestion's trade is irrelevant - anything 3+ months old is outdated, making that one invalid.
Then the C/O's come in. If something worth 4.7 buds is offered and rejected, i believe that is still valid, as the offer is only one day old.
Also, your miami pile of scrap? That's worth 6 buds so 6 * 0.9 = 5.4
Adding on the 2 keys gives us ~5.5 so if anything, this should probably have a range of 4.7 - 5.5, if you're counting the C/O
(Also, rule is that you need two SALES for new unpriced effects, a C/O isn't a sale, otherwise it would stand as valid proof for this suggestion)
There is one person on tf2op selling the miami nids scrap for 5 buds, another selling for 4.5 buds, i don't believe they are quicksales.
Yes, but no matter what you think the value of this hat is, it's 6 buds right now. It may need a drop, and if you feel that's necessary, by all means, make a separate suggestion for it. But as it stands right now, it's 6 buds, and that's the number that needs to be used if you're gonna use that hat as part of your proof.
Offers can be used to establish a range, not to set the price of a hat. Also, the football price is outdated by 8 months and cannot be used. Any unusual with a price over 3 months old cannot be used. I recommend you check this thread before your next unusual suggestion.
