I think the price in buds is better

Buds were different prices during some of these sales, decided to keep it at keys, iirc the mods dont have an issue with that

I think it's better to price all hats >1 buds in value in buds. If we wanted to track values in keys, we would have stored unusual values in keys. But we changed it to buds for a reason.
