Been of the market now since 7 april, new owner isn't gonna sell it.
Polar not against the suggestion
still need 2 sales to price new effects
Not really, 2013 halloween effects that been of market for least 3-4 weeks are an exception.
Polar bear made a forum thread in which to price a new hat released in the year 2013 (when this was made) you need at least 2 sales, if you want to lower it, you can use one sale if its like this for example. But you can't do it just with one sale.
It hasn't appeared on the market with the new owner and another one won't get unboxed for a while
I think the rules have changed. Only 2013 summer effects apply to this rule
It relates to new summer effects /the price is still very unstable / , halloween effects to this rule do not apply if hat long time not for sale /< month/, I talked about this with Polar -he not against
Polar says it's fine if you have a sale and wait about a month after the sale for rare 1 of 1 halloween effects like this IF they do not go back on the market in that span of 1 month time.
Oh, rules must have been edited I guess, thanks for making that clear. Thought they were just like the summer effects
Well summer can have more unboxed, these cant until next halloween, so if they don't go back up for sale, not like another will pop up to be another sold anytime soon, so it makes sense.
Yeah well if you look on outpost for random summer effect unusual chances are you find 7+ available each time.

Rare Hats
Any hat can be priced based on a single sale if ALL these criteria are met:
- There are no other recent sales in the last 3 months
- The effect is not a summer 2013 effect. (robo effects can be used as they are often rarely traded and rarely unboxed)
- The hat went to a collector or person who intends to keep the hat. A collector can be identified by looking at the person's trade history, item history of similar unusuals in the backpack OR if the owner has not resold the hat 1 month after the sale occurred.
All criteria have been met.
