This is pretty much the rarest common drop around. There is more then 2x of the fortified compound then flying guillotines already according to meet the stats http://stats.tf/cat/weapons. Also, it has random levels making it a collectible for its levels and for collectible weapons. This weapon also holds the fun sandman-guillotine combo and is pretty useful in arena-type games. No one is going to sell this for .05 ref unless their scrap banking. There are more festive weapons then this and those can only be obtained by uncrating!
This is my first trade suggestion so don't go so hard on me if I mess this up and if I did please suggest how I could improve upon myself.

Provide proof of the item in question selling and being bought at your suggested price. That's about it.
If I were you, I'd close this suggestion, attempt to find proof of the Guillotine being bought for a scrap (not just people selling it for a scrap) and then reopen the suggestion with the proof added.
