Think about the math.
A key on the community market is about $2.40
Keys are (as of 8 May 2014) approximately 7.66 ref.
So the price of a ref is 2.40 / 7.66 which is about $0.31
Math has nothing to do with it. All that matters is cold hard proof. Come back when you have evidence of ref actually selling for this price. Downvote.
Keys get sold on paypal for ~$1.80 USD (Correct me if I'm wrong--bad with the paypal market). 1.8/7.66≈2.3
The price is reflected on USD, not SCM funds.
Also there is a high tax on items on the steam market. the seller of a 2.40 key is not getting 2.40
