A planets festivizer was sold last week on tf2tp. The seller was asking for 2 bills (approx 12 keys), and the buyer paid 1 bills and metal worthless than 4 keys. This would indicate that a value closer to 10-11 keys is more accurate:

Just do a flat 10 keys. The hat is also quite abundant, did you check past trades for evidence?
