Try looking through histories. Laptop is lagging a lot so you're gonna have to find them but there are many solds at 1.6-1.8. Neutral.

I have looked through the histories. The Kievs sold then are either too old to be used as proof, or were sold for undefinable value.

Remember, even 1 key solds count as it gives us a big idea that it needs a drop. Try looking at my previous suggestion for solds through histories as some of them aren't up on the market anymore.

That was Unsold at 2 Keys. The Trader then created a new trade, put that Kiev at 1.5 Keys, and then it finally sold.

How can I prove it? The Kiev in The link you put in is level 15. That Kiev was unsold. The Trader made a new trade http://www.tf2outpost.com/trade/19845150 With the same Lv 15 Kiev. He listed his price as 1 Key + 3 Refined, and then it finally sold. The other Kiev in the same trade was sold for 1 Key + 4 Refined.
