From the unusual pricing guidelines
B/Os alone cannot be used to make an unusual suggestion. Just like we don't like to use offers as the only proof to raise the value on an item, we don't like using B/Os alone to drop the value as this has frequently caused bp.tf to lead the market with consecutive suggestions every 1-2 weeks dropping the hat (see Miami Wraith). This also creates an issue when future suggestions use those values as proof when they are still inaccurate.

I'm not only using B/Os, there's 2 offers of 13-14 keys in Bill's hats, which shows that 2 people are interested in it for 14 keys.
TS Bill's hats are not worth 7 keys each, you can easily find people selling for 6 keys and like 3 refined.
It is still important to have sales, it's a common hat which may have been traded dozens of times in the past 2 months.
Which is why I said 13-14, some buy for 7, some buy for 6 keys and 4 refined, 6 keys and 4 refined x2 = 13 keys.

There are exceptions though...The exception is...
Exceptions: There are rarely situations where we feel B/Os can be used as the only proof in a suggestion. We will accept such suggestions ONLY if there are literally no usable sales in the last 2 months. In these situations, the suggester must show proof of recent sales and why they are not usable (quicksell, sold for more unpriced hats, etc.). In these cases, there is frequently a large buyer-seller gap and dropping the value based on B/Os might actually result in a few sales that could then be used to refine the value.
Mods still required that you try to find a sold price whether it is unknown or sold for an unpriced what and whatnot.

It's a low tier and common hat. It isn't rare and is likely to have been traded several times in the last 2 months.

Eh. Probably should be ~13 flat. Sale at 12 keys went fast. But everyone is selling for 13, so probably shouldn't be more than that.
Yes, this violates the b/o rule, but that rule was made to avoid consecutive suggestions dropping hat values, particularly for new effects. Here 13-14 is close enough to 13. It is a 10 month old price, and I think it's close enough that the update in price is worth it
