The second 4.5 seller is incorrect, he's selling for 6 and the c/o is 4.5
I checked this item yesterday, so there's only 1 seller at 4.5, and that's a killstreak item - I wouldn't rely and reduce a price on a killstreak effect (perhaps a plain killstreak but not a higher tier one) so I would say this suggestion lack proof :/

We can't really tell the value from killstreak effects, since there's no prices up for them at bp.tf - so they are not really valid proof, I mean it doesn't reduce the value of the item, probably increase it if anything. But still, if you don't have any other sellers or sales for the low end, I would wait for another 4.5 seller/sale.
At least that's what I thought when I came across this item yesterday.
