It seems that people are not extremely interested in this hat, 3.3 buds seems very unlikely.

Bumped quite frequently, though no buyers at the quick sell price of 2 buds (~1 week)

Buyout of 2 buds and 15 keys, looks to be sold now, price cannot be confirmed.

Rejected a Miami Nights Ol' Snaggletooth, though the price of 2.9 buds (2.2-3.6 buds) was suggested 5 months ago.
It is not clear what exactly these hats have sold for, but it seems clear that the current price is too high.

No sales, you need at least 1 sale to set a price on an unusual hat.
+ the Miami snaggletooth is outdated.
Searched though the history of all 6 hats on outpost, none of them have confirmed sales in the recent months.

That was recently priced. So the sale should be about ~3. Okay, range is reasonable. This is about ~2-3. There is that b/o of 2 sitting for a while.
