The HOC probably isnt worth 10 any more, and grimes told me the other day that the guy who bought the Exec said that he knew he was overpaying but the exec was his favorite hat.

Other than that, the sales have been rising over the past month at 17 --> 23 ---> 23 ---> 24 ---> 17. It appears like it is has gotten a bit more valueable over the past month. Even polar said 17-24 seems a bit low (on my last suggestion). Im going to assume based on the offers that grimes already has on http://www.tf2outpost.com/trade/20007503 that 23-24 is probably the fairest and closest range to what he will most likely sell it for.
