btw I also gave proof that you can get on for 1/6 less than normal, i dont see how that isnt proof

No, it isn't. It's barely proof. You need to provide links to sales for both your low end and high end to prove that this is the new price. Resuggest with links from Outpost, Bazaar, etc and prove that 3.66 - 4 refined is the new price for Surplus Vouchers.
there are no trades for vouchers for 3,66-4 because the people that get it for that price use it to make direct profit on the market and not many people use this method

Sorry, but you cannot use the community market alone to prove a price; you can only use the community market as supportive proof alongside successful trades on sites like outpost, bazaar, trade servers and such. You need to show us links to completed trades or unsuccessful sales at the current price, along with screenshots of backpack history and such. If there are no trades supporting your new range, then there is no point in suggesting a new one until proper proof arises.
just to make it clear, i never said that there are trades for 3,66-4 ref, i just said its possible to get them for that using the normal prices on this site
