Because the festivizer (much like the stash) is just the belt of lights around the stock engineer hat. Just like how the soldier stash is the stash that goes around the stock soldier hat. Same deal with the mining light, trophy belt, and even the demo fro is the demoman without his cap.

I can see your point. The stash can fit with a couple of hats (stash+dappers look weird XD) but not the festiver. Just too little hats to fit (mabey the trenchers...nvm).its still a cool hat though. It just can't be in the head region.

They'll make it so the lights go around the hats.

Pretty much anything that adds to the default hat could become a misc.
