New effects need two sales, most of your proof is circumstantial, and you didnt prove that you paid that dread for it.

Need I even mention price manipulation?

The 2 sales rule is only for setting a price for an unpriced hat, not suggesting a new price for one with an established price.

That being said, there is nothing here that supports the suggested range. There is no price on the Dread Hood, so any sale for that would require a mini suggestion or a full blown one before it can claim its worth 13-16 buds. Even if it really is worth 13-16 buds, that doesn't support a 6.5-8 bud range on this hat.

Okay, even with these facts, you haven't validified his suggestion in any way. Sadly, it is just proofless.
