Honestly, I dont think low-tier hats are really affected. Only in certain hats, imo, you can see the difference, such as god-tier hats or god-tier effects.
So, how did you get 14 keys in the range?
14.4 is then rounded to 14?
I'd say 14.5 would be a better range.

For hats <10 buds, using up to 1 decimal place is fine.
I think 14 is fine .
