Based on mini-search, the smallest ratio I could find of people selling cs:go keys for tf2 keys was roughly 7/8 which inversed and multipled by 25 cs:go keys gives us ~28 tf2 keys which is about ~1.7 buds, now since these were all selling trades, and there's a strong chance cs:go keys may be traded for slightly cheaper, I'm going to chop off 0.1 buds as a sort of buffer for error. Leaving the total guesstimated value of the trade at ~1.6 buds

Base price of Sniper Rifle (24-25 keys) + 12 keys for Professional Kit - 5 keys for pre-wrapped Voodoo Juju is ~1.85 buds

Although, as my experience with all items goes, once an item has been applied, its value does not stay the same. Therefore, I do not fully believe the Kit would have kept full value once applied, however, the killstreak market is a bit hectic. Thus, as a cushion for potential error, I am only knocking off 0.05 buds to make the sale 1.8 buds due to the uncertainty of the killstreak market.

Whether or not buyout was met is a bit iffy since the seller appears to have 1 bud and 14 keys after the sale, yet the buyer appears to have only spent 21 keys. I'm going to use the benefit of the doubt and assume the buyout was more or less paid, so I'm counting the sale at buyout amount.

Conclusion:

Based on sales and the fact that there are current buyouts at 2 buds, I'm making the range 1.6-1.8 buds calling both the sale at 1.1 buds and 2.2 buds outliers. Especially since the owner after Porkchop, who bought it for 2.2 buds, decided to quicksell it for 1.8 buds.
