High-end seems to be a bit high
I used the conversion of Buds to $28 USD, as I see successful buyers for that amount.
I think the most common trade point for buds is still ~30. Yes, buyers with rep can get them at 28, but that's probably not the most common trade point.
Should I remake as $30 then?
Well, that would put this at 24 flat (really 24.2). And honestly, 24-25 is probably close enough. The 700 USD offer was rejected anyways.

Perhaps use a common site?
Using a well-known site such as http://tf2finance.com/ shows the approx. conversions of buds to USD
1 Earbud = 33 USD
700/33 = 21 buds
or perhaps use the real market sentiment of 30-31
