You don't apply overpay to promotional items like Max/B.M.O.C etc They are viewed as pure.
Sale #2 is actually sold for 12 keys not 11.

I don't think B.M.O.Cs are promotional items, they were obtained from gift piles. Unless I'm taking the term 'promotional' too literally. Also, I can't imagine this being used as a currency, but maybe I'm wrong.
I always counted B.M.O.C as pure when suggesting unusual. I don't see why it should be left out.
I honestly don't see why it should count as a currency.
It's a promo, people usually ask for their buyout in pure/promos, so no overpay needed.
