Yeah hes a quick buyer but also a collector that also is'nt willing to sell them for 13 keys or planning to sell them at all. Apparently there are very few of these so this would make them harder to get.
I sold one to him and talked to him sometime
He just wanted to complete his collection, and said that when he completed it he'd start buying them at 8keys each since he still likes the item but doesnt want to pay that much for it once his collection is complete.

To be honest, I don't know why the hell this item is this expensive.
