Conclusion
There appears to be a pretty high demand for this hat, for some reason. Offers are all over the place though. Also, the 21 buds collector seems a bit fishy, maybe to keep lowballers away or something, but maybe not. 15.7 buds is a fair place to start for this hat.

Nobody is collecting 21 buds on this hat. Take a look at the last trade this guy had up, he tried to claim Neymar offered him 21.5 and it was a lie.

You haven't read the latest trade notes; he decided to come back after making a bit more.
You should accept that offer right away then or else your hat'll be given a lower value here. Also, Neymar doesn't need to collect or "make" whatever he's offering; he buys with money and pays quickly. If you wait you'll miss out on his spectacular offer.
Neymar isn't the one collecting for me. Plus, he offers quicksell prices usually.

Neymar did not offer me 21 pure, he offered 9. http://steamcommunity.com/id/mtmoss this is the collector, who blocked me before, but has returned to me after he realized that collecting 21 pure might be possible. If I don't find any suitable offers, I won't sell my sammy.
Oh... I'm sorry to say this but his only valuable item (currently) is a Blizzardy Coupe. You should probably not count on his offer as it's unlikely to go fulfilled.

Secret drill is probably ~11.5-13? Hard to put a firm price on it. Maybe the range here is 12-16 or so. You are welcome to try that if you like and another mod will have a look. My opinion is that we should wait for another sale since neither sale seems really solid to me.
