And there is not many on outpost, most of them have special craft levels, and sellers are demanding for a higher price, but my conclusion is to have the hat at 8 ref flat, as many choose to sell under it (as a quicksale) and the majority of sellers (excluding the 1 key sellers) wish for it to be 8 ref.
