all the miscs are worth 14.9 ref, or 1.75 keys
1 key + 0.9 * (13 + 1.75) = 14.3 keys

the difference between 14 keys aka 0.8 and a bud is 0.2
not something that you can call an outliner
What is an outliner?
a sale that's a lot higher/lower than the others. and because of that isn't used when pricing
for example a hat got sold for 70,80 and 100 buds,it's clear 100 is an outliner due to the 20 bud difference from the 80 bud sale
but here 0.2 isn't something to have this much fuss about

if so there is a sale at 13,two sales at 14 and a sale at a bud (16 at the time)

To conclude:
After the new price got set - with recent sales - i highly doubt this hat will get 1 bud at anytime.
Yes, the suggestor has not found this sale, but afer the new price being set it'd be very very strange if someone would manage to sell this at 1 bud.
Common sense of economy, just my opinion.
