I always like to round down to account for discrepancies in overpay. Plus 15.5 just looks nicer. i dunno .-.

I don't understand what my mod-ship on outpost has to do with the suggestion, and as others have said, rounding is reasonable depending on the value of the hat. This isn't my first suggestion or experience with this site.

For hats 10-15 buds, rounding to the nearest 0.5 buds is reasonable.
