Insufficient proof of high end. We base prices off sales, not offers. Neymar also has a reputation for overpaying, which makes it even less reliable as evidence.

Yes I admit I had to do a lot of research on the Slope Scopers because it isn't valued on bp.tf yet, but as you can see in the part with the *;
Slope Scopers Pricing sold for: http://www.tf2outpost.com/trade/21388689, presumebly an 8 bud knife. + I hate do do this, but for the sake of the suggestion and it's proof to be complete there are some offers that show that it's in the range;
Adding to it that it was offered 6.5 pure I felt the 5-6.5 range on the Slopes was justified for this temp. pricing and I went with the low-end because it remains a rough valuation (with proof)
And in case it's worth anything, you can see an offer of 10 in the links/proof I provided.
You'll have to do a mini suggestion on the slopers and knife then to prove the price, and then you'll have to apply overpay from the mid-range.

2. totals 8.8, not 8 flat
3. since when is a rejected offer a high end? You need sales to make a mini on the slopes, and you need a mini on the knife too
3.2. collecting offers aren't valid
4. outdated hat.
Not much effort seems to have been put into this suggestion, judging that all of your proof is invalid.

I can use a b/o of the low end because that's allowed. if someone wants less then what it has sold for in the past, it makes sense for that to be a low end, does it not?

Why you ask? Because the other suggestor is ignoring the fact that there were 3 sales at 8 or above and using a buy-out as low-end.
