For new hat & effect, you don't need 2 sales? just saying...Not if it's robo. You can use 1 sale if it has remained unsold for 1 month.

Exception 2: Rare Hats
Any hat can be priced based on a single sale if ALL these criteria are met:
- There are no other recent sales in the last 3 months
- The effect is not a summer 2013 effect. (robo, 2013 halloween effects can be used as they are often rarely traded and rarely unboxed)
- The hat went to a collector or person who intends to keep the hat. A collector can be identified by looking at the person's trade history, item history of similar unusuals in the backpack OR if the owner has not resold the hat 1 month after the sale occurred.

Clearly the hat has not resold 1 month after the sale.
http://backpack.tf/vote/id/53c9cb134dd7b8a1258b4568 hasn't even passed yet, there's also been another sale since then (13th hour tyro 1:1) which means that said suggestion is likely inaccurate
Well according to the current owner's post his trade has been up for 1 month: http://www.tf2outpost.com/trade/20693115 He has had the hat for more than that too though. If he manages to sell it before the suggestion gets accepted I'll gladly make a range or something.
And according to the tyrolean, it hasn't passed because the poster has ignored/refused to add the other sale or at least discuss about it.
