Anti-freeze Gibus arguings:

Based on what was said over here: http://backpack.tf/vote/id/538876564cd7b87a518b46ef 23.5 is too low. And the Scorching Mancer has gone up since then anyway.

Based on the sale here (now evaluated at ~25), and the declined offer of the GBH TC, and the seller saying they'd take 30 pure, I don't think 25-30 is too unreasonable.
