I think you don't really know what manipulation is. People are buying them for 1 key flat. Why should he sell them for less?

People trade for profit. Not because they think it's fun or to give away their money. Blame valve and inpatient people for the price. ^^

Edit: I'm not a big fan of the range though. Seems way too big.

Way too easy to find these under a key and at least as many selling at 3-4 (which isn't in your range) as are selling at 1 key. Maybe something like 4-5 ref for now would work. Or wait until you have something more substantial for your high end.
