An unusual's price can be updated at pretty much any time. Doesn't have to be outdated.

I don't know what you want me to tell you. Go ask a mod, they will tell you that an unusual can be updated at pretty much any time.

The relevant section: "Price refreshers are suggestions changing the value of a hat by <5%; changes in values of unusuals by <5% require at least 2 months between suggestions."

This is both a change >5% so it would be acceptable any time and it is more than 2 months old.

No overpay should be applied to the phantom since that is what he wanted. More than likely, he offered the buto on the smoking phantom. 2 pure might even be a quicksell. Perhaps 2.1-2.3?
