So, this hat had a rather odd change in price, the proof shown in the previous suggestion (before - http://backpack.tf/profiles/76561198073682619?time=1405666800 After - http://backpack.tf/profiles/76561198073682619?time=1405753200) shows that the hat was traded for a Terror-watt tin soldier. At the time that the trade perspired the hat was valued at 3.1 - 4.2 buds, not the price at which it is set now. That aside, I will get onto my proof that the hat is easily sellable for the value that I have stated.

Most sellers on outpost are looking for 3.5 or are not specifying a price

Obviously these are not solds but they do show that no one is looking for the price that the hat is set at (par from the one guy at 3 buds which is the high end of the price currently)

Where does 3.3 come from? When pricing an unusual you use the closest valid price at the time of the sale. There's only a few days between the latest TW Toy Soldier suggestion and the sale. The old price (which is outdated anyways) was set 3 months ago. The new price is the one that is to be used. Edit: Ah, that 3 bud + bill sale is the 3.3. I thought that was a mini for the Noble. You also forgot to apply overpay to the Noble which would put it at ~2.7 but that price is also outdated. A wider range is definitely needed here since that 3 sale from the last suggestion is still valid. 2.5-3.3 would be the place to put this.
