I ended up adding the guy to talk to him and figure out what happened, and he said that the two he had both sold on the Community Market. Here's a screenshot of our conversation.

Conclusion: 1 key is not happening. End of story.

Admittedly I don't have a lot of proof, but when only ~450 exist, what do you expect? That's everything trade.tf / outpost had, the only ones that weren't included are being sold in sets.

Help / Supporting proof / constructive criticism appreciated.

Counterproof not appreciated, but necessary.
