I believe 19 keys flat would be best suited for this suggestion.
18-20 is avg 19 keys
So where does this range comes from?
Your sale was for 21*0.9= 18.9, easily rounded to 19
The other sales are for 19 too
And the guy who declined the 19 keys, well, that doesn't change much, There's still 3 sales for 19 keys.
someone commented to round to 19 but 18-20 avg is 19
even 19-20 Is more possible than 18-20.
As there isn't proof for the low end.

All the proof points at 19 keys, if you could get some proof for the 20 keys, 19-20 would be the correct range. (There isn't any proof for the high end of 20 keys, apart of one guy rejecting 19 keys(And a that doesn't work as proof))
I'd recommend making a resuggestion with a fixed range.
