Perhaps, but the offer was made almost a month and a half ago. And there aren't really any other sales I could find so(current owner might have bought it for CSGO items)

If any hat, especially a new effect, sells that quickly, it usually means their market value is higher than that

Yeah evilclone does make a good point there, but I don't know if I should go with a pure offer for the price since the noir goes to 1.4 with overpay(1.6*0.9 = 1.44, rounded to 1.4. Correct me if I'm wrong)

I prefer 1.5 flat here. But I'll let another mod make the final decision.
