Can't you just round it to 67/68/70 or something, decimals for this high tier item is making me cringe.

You'd be right. If it didn't sell after being listed after it's first sale in a month/
it is in the rules than hats above 20 buds can pass with one sale.
I'm am really confused with these exceptions and rules in that case. The very first sale of a hat sold for 19 buds can be classified as a probable outlier and needs to wait a month or for a 2nd sale but a 21 bud hat will automatically pass and not be called an outlier.
It's because with rare expensive hats they generally don't trade a whole lot. Not many ppl that can afford them
We have to draw a line at some point about what is a "high tier" hat and what isn't. 20 is arbitrary, but that's the line we have drawn. You are right, there really shouldn't be a difference from 21, but we would get the same issue no matter what point we mark.
