I know this might sound rather stupid, but what do these do?

By the way, I upvoted.

When you apply this to a strange weapons it only counts kills on steel

It adds prefixes to a strange item, such as Spooky Shotgun (Mann Manor Filter) and Canadian Jarate (Yukon Filter) and so on, but you can only level the strange on that level, which sucks.

Even better: Canadian Scotsman's Skullcutter.

The only thing Strange Filters will ever be useful for is if there's a Strange Bat Outta Hell, so people can apply a Mann Manor filter to it.
