I thought it was proof for another taunt with a different effect, and one of the solds for it was for this effect.
I don't normally do this (but I don't know if I normally would do this), but since this was in my text file of proof I might as well include it in a re-suggestion.
Caribou is promo, does not need .9 overpay
holiday headcase and BMOC are the same type of promo yet are still applied overpay on
I have never applied overpay on B.M.O.C
BMOC is stable throughout the year except during the hype for Christmas and during Christmas time. However, Caribou is not stable, therefore it does need overpay.

Doesn't say anything about not applying overpay on promos.
