According to the classification section it being sold at 1.55 and some is going 1.44 and eventually 1.33. I think this should be 1.33 - 1.66 as people try to get it withing that range.

And I am very new to this. So IDK how this system would works.

This place forces you to read the rules and how to make a suggestion, though can't really be surprised that a lot of people ignore and do whatever's.

Basically, since you're lowering the price, you need people selling this hat at your suggested price. The only way to prove that is going on Outpost. Classifieds does not serve as valid proof by itself, it's valid as supporting proof.
