Because this is not how it works. You need to show that your hat is actually worth that much, by providing solds.

The 16 key seller did not sell for 16 keys, in fact they sold for this http://www.tf2outpost.com/trade/22106836

You can even look at the histories and see that it belonged to buyer, and we have no idea what else it might have sold for.

And you cant price hats based on buyouts either, so the 17 key is invalid
