As far as I know, you don't have to apply overpay on promos(BMOC, Bill's, Holiday Headcase, Max's), but in other items like Strange Festives, Australiums, Rare vintages etc.

You apply overpay on level 1-7 maxes, duped houwars and unusuals, not aussies

Meh, let's just see what the mods say.

Overpay should be applied to all items unless otherwise specified. The only items you don't need to apply overpay on are clean houwars, non-level 1 max heads, buds, keys, bills. In most suggestions, it doesn't matter. We won't close just because it's a key or two off, especially on a suggestion >1-2 buds in value.
