This range is indeed ugly, but the problem with these kind of hats is that there isn't a lot of proof available due to the rarity of it. Despite that range I'm personally going to give his an upvote. You may think this is the best hat in the whole game, but I disagree :p Spellbound is one of my favourite effects thought, alongside Arcana.
Theres a problem with your mini-suggestions I'm afraid :P
For the Time Warp Troublemakers, youre valuing it at a mid point between the B/O and an offer made of 3rd gens. It cannot be more than the B/O, and should probably be conservatively placed at or below the B/O (8.5 or 8-8.5)
For the Harvest Baker Boy, the low end sale of 8.6 is invalid, C9 Antlers have not been updated since they became a misc, therefore it should be mini-suggested at 10.5 * 0.9 = 9.5.
The Pampered Pyro should be 9.5 * 0.9 = 8.5.
Sale 2 should be 8.5 * 0.9 = 7.7.
Sale 1 should be 8.5 + 4.2 + .2 = 12.9 * 0.9 = 11.6, round to 11.5 for a better range (8.5-11.5)

But the scorching doesn't need overpay does it, it was offered.
