You would think but it doesn't, mainly because sometimes if higher tiered items sell for mainly keys then they need to be priced in keys.

I don't think because I had to pay 34 for mine back when buds were 19

Judging by your proof a price in keys would actually be just fine. If it is mainly traded for keys and not buds then a price in keys makes the most sense (refer to the price of S. Kritzkrieg and S. Gunslinger for examples).
