Pretty amazing how rare this is for a 3rd gen.

None has been unboxed since August 27 2013. People are saying the Veil is retired as well so that may have something to do with it being rare?

I know that a lot of people have been claiming the Veil is retired, but there hasn't been confirmation as of yet.

The HazMat Headcase was never announced to be retired, and yet everybody assumes that it has been. Even the TF2 Wiki says so.

If this thing could still be unboxed, you'd probably have seen it drop to 6 buds by now.

This could be just like the unusual Shaman. Too rare to be unboxed. There is just way too many hats in the game now.

Ever since the last unusual Veil was been unboxed, there have been 20 new Shamans.

Either the statistical rate to get one is so low that you'd have a better chance of unboxing a Burning KE in 1 key, or it's been retired, and I have my doubts.
