It clearly can be bought for less than 1.4 easily.
Yes it can be found for 1 bud - it is called quicksale. Also 1 or 2 days unsold/no offers for unusual means nothing, even craft hats can take longer than that to sell...
Still, the one i bought wasn't a quicksell, if that guy took my offer, the other ones looking for offers might take it too, since most of them are unsolds for a few days or have a close C/O to 1 bud.
Also, craft hats are in high demand, prices varies.
Craft hats are dropping rapidly after bread boxes were removed lol

What's considered outdated or not isn't based on opinions. 3 months is the set time since trade for unusuals to be outdated.
