It's the rule.

B/O means that the seller is willing to accept that amount in pure. The high end of a price then should not be higher than this B/O.

Yes, you would have to do a mini for the sticky (it's gifted as well) - not sure about that mini you have done, and apply overpay

multiply non-pure items by 0.9 unless the item you are suggesting was offered on (if unknown who offered, still apply overpay)

so 14.4 rounding to 14.5? oh that's like in the range so can i just re suggest like 14.5 - 15 or just 14.5 flat?

As I said before, you have to make a mini for the Sticky. It is gifted and is specialised killstreak. 14.4 would round down to 14.
